Where is the best place to find them in bunches?

I know this isnt very helpful, alas Im working and cant check. There is a mission where you have to try to avoid all the white mantle. There are places with at least 30 of them in one place...just..cant...remember....which....mission. .

Riverside Province. Best place to find White Mantle.

Its the mission. Weaknesses....well I know one of their strengths is they all have 'I will avenge you' and since there are alot of them that could get interesting hehe. A high level necro might have a good time pillaging them though.
